In Casablanca France declared martial law as Resident General Gilbert Grandval ordered full force after rioting killed at least 19 and wounded 80. Tanks lined the admin HQ while Europeans and Arabs clashed, a bomb in a cafe killing six and triggering a wave of reprisals.
In a nationwide radio address Premier Ngo Dinh Diem says South Viet Nam accepts the principle of truly free elections for Indochina but doubts they can be held in the Communist north. His remarks come four days before Geneva talks and amid tense pressure from the Big Four leaders. Diem insists on national interests over Red ideology and condemns Communist attacks in Laos.
