Wisconsin will lose nearly 20 million dollars in federal aid to education if the budget delay continues. State Superintendent Angus Rothwell warned Gov. Knowles and legislators that delayed funding could cripple the department, force personnel reductions, and reallocate funds to other states. If not adopted soon, aid will be prorated on the 1964-65 level, reducing elementary, high school, transportation, vocational, handicapped, driver education, and foster-home programs.
