The Labor Department reports March job gains totaling 620,000 lifting employment to 81.2 million while the unemployment rate edged up to 5.9 percent. Wholesale prices rose 0.1 percent led by farm products and processed foods, with meat prices falling and overall costs barely up.
In New Orleans the stolen car roared through a pedestrians area on Bourbon Street killing one and injuring 18 tourists. Police chased two men who fled after crashing the vehicle and barricades. A doctor on scene described severe injuries as victims were treated before ambulances arrived.
In Belfast and other areas IRA bombed and shot despite Whitelaw releasing 73 detainees and promising end to internment. Provisional Sinn Fein leader denounced the move as political. Gun battles in Londonderry, Antrim, and Armagh wounded none. Continuous blasts reported in Belfast.
Former President Lyndon B. Johnson, 63, was rushed to University of Virginia Hospital by a mobile coronary care unit after chest pains. Dr. Richard Crampton said he is comfortable and stable, with tests to determine condition pending. Johnson was visiting his daughter and son-in-law, Marine May and Charles Robb, at the university town. Robb, a second year law student, and his wife Lynda have one child. Willie Day Taylor, Johnson's former press secretary, said family members did not view the attack as serious.
North Vietnamese troops seized Loc Ninh 75 miles north of Saigon and pressed on An Loc 10 miles south as U S forces increased air strikes. Reports say Highway 1 near Tan Son Nhut was cut. Communists launched wide assaults in the Mekong Delta while U S carrier strikes and air power intensified amid mounting casualties. Local evacuation scenes at An Loc highlighted the crisis as fighting surged along the border with Cambodia. Loc Ninh villagers and South Vietnamese forces faced heavy shelling and withdrawal near the town.
National John Lindsay for President headquarters notified Oshkosh authorities it will pay about 2000 dollars for Pioneer Inn hotel bills and 590 dollars for parking tickets incurred by Lindsay staff. A local coordinator left before payment arrangements, but the matter was described as a misunderstanding. The Pioneer and city officials report funds and fines will be settled by the national campaign, following Lindsay’s withdrawal from the race.

The General Accounting Office reports the Postal Service loses millions yearly by allowing ineligible groups to mail at nonprofit reduced rates. In fiscal 1970 nonprofit mail costs exceeded revenues by 53 million dollars, with 115 questioned groups undercharged by at least 1.5 million across five offices. The GAO urges immediate review of the nonprofit list and revocation of privileges for those not entitled, noting a case of an organization denied nonprofit status but still using reduced third class rates, costing about 399000 dollars versus 261000 collected.
The United States and South Vietnam dismissed a new Communist bid to resume the Paris peace talks. They accused Hanoi of seeking a military solution and criticized Madame Nguyen Thi Binh for downplaying North Vietnamese troop participation. UN Secretary General Waldheim urged a negotiated Vietnam settlement during his visit to Paris.
