Prime Minister Harold Wilson plans a surprise trip to Moscow before a Washington conference with President Johnson, aiming to open a line of communication on Vietnam. Officials offered cautious notes on prospects for peace as debate in Parliament heats up over his stance and U.S. air strikes.
The Associated Press reports five deaths on Wisconsin roads Wednesday raise the total toll to 465, two fewer than a year earlier. Victims include Alfred Brummel 36 of Washington D C killed in a two car crash near Laona Forest County. wife Carol 26 seriously injured. Ervon Baronek 34 of Crivitz dies as his car overturns on Highway 141. Jill Stone 17 of Rothschild killed in a two car crash south of Wausau. Keith Roblin 20 of Edgerton and Mary Slaughter 17 of Milton die when their car hits a tree in Janesville early Wednesday.
Hanoi Radio claimed American airmen captured by North Vietnam may be tried as war criminals. The broadcast described paraded pilots including Robinson Risner James Stockdale Kile Dag Berg Gerald Coffee Everett Alvarez Jr Robert Shumaker and others, dressed in olive khaki pajamas and escorted as a street tribunal crowds jeered.
A Pentagon spokesman said records show 37 U S prisoners at the LeicFacame facility while Hanoi broadcasts listed naval officers but the Pentagon records show no Navy prisoners. North Viet Nam has threatened to try captured American airmen as war criminals but has never reported actual trials. Seoul reports the last Turkish UN company in Korea left for home, replaced by a 16 man liaison group.
Council laid over several ordinances for consideration including Westh annexation west of Highway 41 covering 160 acres, a zoning change on West 20th Avenue and Oregon Street, and vacating part of Dawes Street and Warren Road. A 2 1 2 hour workshop followed the meeting to discuss an annexation policy with another session planned Tuesday at 7 p m in City Hall. Members also heard complaints about actions near a Main Street beer bar.
The Pentagon authorized hardship discharges for servicemen who are the sole surviving sons in their families. The policy, effective immediately, excludes wartime or national emergencies. A July memo from Assistant Secretary of Defense Morris directs Army Navy and Air Force to grant qualified sole surviving sons the opportunity to apply for hardship discharge with favorable consideration.
Up in Farmington New Mexico a UPI report states a plane carrying the British rock group Hermanfi found the Hermits experienced airsickness during approach. Two musicians aboard were treated by a local doctor and continued the flight.

About 25 residents sought hospital exams while authorities evacuated and advised residents to wash exposed clothing and spray water on vegetation. An antidote supply was flown in as officials awaited temperature rise to gauge effects.
The Defense Department shifted draft expectations with a total call of 38 900, up by 4 000 from a revised 36 600 August quota. Selective Service was asked to provide 31 300 men in September, while Navy, Marine and Air Force enlistments showed no lag and did not rely on the draft. The peak monthly draft reached 4 800 in May during the Vietnam buildup.
Secretary of State Dean Rusk told Japanese Prime Minister Eisaku Sato in Tokyo that U S air attacks on oil depots near Hanoi and Haiphong were not an escalation but aimed at hindering North Viet Nam’s southern aggression. At the end of a three day meeting between U S and Japanese cabinet ministers the fifth annual Joint U S Japan Committee on Trade and Economic Affairs issued a communique. U S officials criticized long term credits to Communist nations while Japan pressed for closer support on Vietnam and economic ties. Rusk defended bombing Hanoi and Haiphong saying it does not target civilians and questioned the other side's desire for peace.
Los Angeles AP Republican governors at the 58th annual conference circled a tentative endorsement of Johnson Viet Nam policy. They signaled support at home for firmer steps but left doors open to criticize future moves. Harriman and Reston briefed the group on the Viet Nam situation. most leaders heard little new.
