A July dispatch reports Congressman Hal of Town and Gen Chafee favor military government until pacification and ladrones are cleared. They describe provincial ministers as hot house plants unable to govern amid dual civil and military rule.
Gov. La Follette appoints a Wisconsin Voting Machine Commission. Members include Charles I. King of the state university mechanical engineering department, David Harlow of Allis Works, and Richard S. Keuntz in Neillsville. Kept-party balance limits two from one party. No pay from state. $100 per machine examination. Additional members are Benjamin W. Snow Bernard B. Swenson and Charles F. Burgess of the state university.
Striking freight handlers in East St Louis total 1790 workers with 600 transfer wagon drivers quitting. No movement at freight sheds and 2000 cars await unloading. Clerks later bring total to 1816 as postal workers join in sympathy. Deputies guard Vandalia property after court action, with no violence reported.
Associated Press reports British and Japanese sections in Pekin formally transferred to Chinese control while Italians French and Germans lag in moving their zones. British German and Japanese retain oversight for foreign settlements. French delay evacuation of Paotingfu until autumn amid rising disorders. Allied villagers society replaces Boxer organization.
Lord Roberts told a royal commission in London today that foreign deportation from South Africa involved the ringleaders and that officers of the Netherlands railway were hostile to the British. He said most cases were personally reviewed and decrees granted only on adequate grounds, with nationality causing some bias in decisions.
The Shamrocks raced a 43 mile course in calm seas with a brisk breeze. Both vessels endured a thorough trial as they battled to the finish amid jib heads and light winds. Shamrock I led to win by a narrow margin, besting the rival yacht in a dramatic finish reported by the Associated Press.

In Milwaukee a drenching storm cooled the city to sixty eight with minimal deaths and twenty five prostrations noted. New England reports nearly 100 heat related deaths over six days, fifty four in Boston.
A temporary restraining order was granted today in Cincinnati to bar strikers from coercion violence intimidation and boycott to block workers from taking employment without Machinists union approval. The injunction remains until Judge Clark returns from Chattanooga for a possible permanent order. Knapp of Waupaca serves as local friend in this case.

Richmond July 1 The Homestead Hotel at Warm Springs Bath County Virginia was totally destroyed by fire. No lives were lost though many guests were in the building. Origin unknown. The Homestead housed 450 guests including notable figures such as President McKinley and cabinet members. Losses around 2 000 dollars. Boston fire destroys Metropolitan Coal Company stables and warehouses at South Boston with twelve barges and many horses killed and property losses near 210 000 dollars. Willimom Arizona town destroyed by fire in Phoenix reports with 500 000 dollar loss. Willimom a Santa Fe railway lumber town with 2 000 population. Globe Arizona fourteen buildings burned with unknown origin. ten miners homeless. losses about 80 000 dollars.
The Algoma Country Club on the lakeshore hosts a Fourth of July golf day with a 4 prize handicap contest for men and a 4 o’clock putting contest for women. Afternoon social programs include lunch, fireworks off the club dock, and a Lakeside dining option with music from the Lakeside 4 club. A club bus will run from West Algoma Street to the course.
The second trial race at Bateman’s Point July 3 between Constitution and Columbia ended with Columbia withdrawing due to backing and martingale issues. Constitution was gaining on Columbia, but the withdrawal stopped the contest. No race is scheduled for tomorrow, June 5.
