President Johnson outlines 1968 budget aims prioritizing growth, defense spending rises for Vietnam, modest civilian expenditure increase, and selective program funding to aid the poor and expand opportunities. He stresses reducing inequality while strengthening the federal government and meeting domestic obligations.
President Johnson urged sacrifice through higher taxes and fees to fund a 1968 budget totaling 135 billion dollars while warning Congress against deep cuts that could trigger a recession. He outlined a 6 percent income tax surcharge, faster corporate tax payments, and increased Social Security funding, with substantial spending for Vietnam and defense and a possible Nike X antiballistic missile program.
President Johnson requests a 1968 foreign affairs budget totaling 4.8 billion for nonmilitary items and more than 1 billion for arms aid. Wil liam S. Gaud of AID estimates total new economic aid at 4.4 billion, with 2.43 billion to AID and 1.8 billion for Food for Freedom. Untaxed arms totals are merged into defense spending for Vietnam Laos and Thailand.

The plan would finance statewide police training via television, new tactical crime units, crime labs, and academy centers, plus 13.9 million for Law Enforcement Assistance to improve standards.
