Senate Finance Committee approved a record $11.5 billion tax cut after a chaotic session. The plan would slash rates for individuals and corporations with two thirds of the cuts effective this year, retroactive to January 1, 1964, and the rest on January 1, 1965, aiming for floor debate by early February.
Judge Helmuth F. Arps of Winnebago and Calumet Counties, who served from 1948 to 1962, died at Calumet Memorial Hospital after three weeks of illness. A Chilton resident, he was 71 and had declined a third term due to the mandatory retirement age. He earlier served four terms as district judge and helped finish Henry P. Hughes's term before Wisconsin Supreme Court appointment.
President Johnson expressed U S willingness to discuss all differences with Panama as mediation efforts by the Inter American Peace Committee progress. He spoke at a White House news conference after talking with committee members and said the United States would engage in a full review of all issues with Panama. The Panamanian dispute stems from riots in the Canal Zone on January 9 and 10 and follows a committee session where a draft agreement was reportedly given to delegates from both nations.
The Associated Press notes snow rain sleet and fog hitting wide regions as arctic air meets Gulf warmth. Snow blankets the Northern Plains and Minnesota to Wisconsin while thundershowers roll through the Midwest and Gulf Coast. The Winnebago County aviation committee was urged by engineering consultants to press ahead with plans for its own airport to meet future aviation needs. Representing Howard Needles Tammen Bergendorf, Joseph H. Looper said proceed without waiting for CAB determination in the Appleton Oshkosh area study. State and FAA reps urged accepting the consultant report and submitting plans for full evaluation, while cautions noted federal and state aid await CAB outcome.
Rep. William K. Van Pelt says he will continue to oppose Rep. Henry S. Reuss and Rep. Lester R. Johnsons plan for a 32 500 acre ice age national scientific reserve in Wisconsin. The proposed reserve would span areas including the Kettle Moraine Campbellsport Bloomer Devils Lake and surrounding sites with state land covering about two thirds. The remaining 12 000 acres would be purchased with shared funding up to 80 000 per parcel.
Britain announced it would place troops in Kenya at the Kenya government's disposal to preserve order. Commonwealth Secretary Duncan Sandys called the move precautionary as unrest extends across East Africa with mutinies in Tanganyika Uganda and a coup in Zanzibar. At least 17 died in Tanganyika riots.
Echo 2, a giant communications satellite, faced a launch postponement at Vandenberg Air Force Base California after a second stage television camera developed technical problems. The camera was built to photograph inflation in space of the 135 foot diameter dallom.
CIA sources said they do not know when the agency will hold another news conference as everyone is now scheduled. The normally hush hush agency held an unprecedented briefing January 9 after President Johnson reportedly wanted to spread CIA analysis of Soviet economic troubles.
A motorist in Salisbury England left his car overnight in a central parking lot and found a one pound note under the windshield wiper. Early Thursday morning he tried to start the car and discovered someone had siphoned the gas tank.
Jackson surgeons at the University of Mississippi Medical Center report transplanting a human heart that beat briefly but proved inadequate for the recipient. The patient died early today after a three hour operation begun shortly before midnight. No donor or recipient details were released.
Seventy two year old Martin Heling of Oshkosh and his son Harold escaped a sinking car on Lake Poygan about 10:15 a.m. after the vehicle sank in five to six feet of icy water. Harold crawled through the driver side window to safety. the father escaped via the right side window but briefly fell through ice. They trudged a quarter mile to a cottage and the car was recovered later that afternoon.
President Johnson hailed the 24th Amendment outlawing the poll tax as a triumph of liberty. South Dakota became the 6th state to ratify, bringing the amendment closer to prohibiting poll taxes for federal elections. Certification deemed a formality as ratification reached three fourths of the states.
