Military not consulted on resumed bombing plan
Adm. Thomas H. Moorer told the House Armed Services Committee he was not consulted by the White House in October when bombing was halted or in December when it resumed. A contingency plan for massive strikes against North Vietnam was put into effect by presidential order without Joint Chiefs input, Moorer said, noting the lifting of bombing restrictions. Hesertifying briefed lawmakers over three hours to explain the strategy while lawmakers pressed for fuller explanations.
