The talks include the United States and Russia, exclude France, and have been in recess since August.

Downer Fire Forces Peace Corps Trainees Out
A $40,000 fire at a Milwaukee Downer College dormitory left 52 Peace Corps trainees without housing while they took an exam in a separate building. The blaze began in the basement and spread through the three story brick structure. no injuries were reported and the cause was undetermined. Trainees, set to depart for Peru March 19, will be housed elsewhere. The dormitory is leased by the nearby University of Wisconsin Milwaukee for Peace Corps use.

Passenger boardings of North Central Airlines flights out of Winnebago County Airport rose 7 percent from 1962 to 1963, while air cargo shipments both incoming and outgoing surpassed a million pounds for the first time. Total passengers served reached 61 090 with 30 576 departures and 30 504 arriving. Cargo totals climbed to 1 137 568 pounds, with outbound freight at 576 605 pounds and express at 285 473 pounds. Governor OKs Bong Land Plans in Wisconsin
MADISON AP A pair of bills signed by Gov. John W. Reynolds authorize the Surplus Property Development Commission to implement plans for the abandoned Bong Air Force Base. The Conservation Department will transfer land to the commission when needed, continue land acquisitions for a wildlife refuge, and pursue additional parcels though funds are lacking. Tunnel Aids Three Girls To Free Reds

MADISON AP Warren Ranasles reports Republican governor candidate Knowles asked Wilbur Renk a Sun Prairie farmer and businessman to run for the U S Senate. Knowles called Renk an independent Republican with liberal and moderate leanings who could boost the party and help win. Renk, who sought the 1962 GOP governor nomination, said he would decide next Tuesday whether to pursue the Senate nomination and may oppose incumbent Democrat William Proxmire in November.
