Reports from Pekin say southern viceroys protest the joint note on Chinese terms with the powers. Chang Chi Tang pushes to establish a Yangtze capital, Li Hung Chang rumored ill, while Prince Ching expected to sign. Germans report a clash near Pekin with casualties on both sides.
A German expedition in the northern district engaged 2,000 Chinese at Sze Vai Igong, northwest of a junction. Germans retreated to Lui Tin Fu for reinforcements, attacked a walled wall, and after an hour bombardment and bayonet fighting cleared the valley. Chinese losses about 200. German casualties one killed four wounded. Germans then destroyed dwellings and withdrew to Yen King.
Dozens of trains are snowed up on southern railways and some are buried. Ten thousand laborers are sent to clear tracks. Several Russian steamers are missing. Sevastopol harbors vessels sheltered from gales. Snowfall in three days halts mail arrival in Odessa.
A telegram to the widow reports the death of William Craig this morning at St Mary's Hospital in Milwaukee. The notice comes from Appleton via Special to The Northwestern.

Appleton Wis Jan 8 Carl Schimmelfenning aged seventy was made defendant in a divorce suit by his bride of a month who is sixty. Married Nov 7 the couple separated after three weeks due to incompatibility and maltreatment claims. Circuit court granted a decree and the defendant must pay $300 alimony. The groom said it was worth the price to be rid of his wife. Mrs Schimmelfenning was formerly a Shawano county resident and was dependent on public charity.
Sara Smith, nineteen, deaf mute, was found Monday about ten o clock in a house at 567 Jefferson Avenue. She claims barber William Parmaliee kept her during her absence and Craig police report he was with her in the room. Police say Parmaliee met her after disappearance and she says he threatened her. district attorney notified but not yet charged.
The military court of inquiry's four volume, 1900 page record concludes Booz was hazed at West Point but his death later was not proved caused by hazing. It finds hazing common at the academy though not brutal and urges radical steps to eradicate the practice.
Lansing January Hazen Pingree sought a writ of prohibition from the supreme court to stop the Ingham county circuit court from proceeding with a contempt case set for tomorrow. The court ruled no action could be taken since no motion to quash had been filed in the originating court.
The state department reports from Minister Loomis in Venezuela show a more hopeful situation. Loomis cables that the regula tion led by Perazza Now appears suppressed and the Carto government has quelled the uprising. No further details are given.
Grace Episcopal church in Ripon plans a fortieth anniversary celebration on January 3 with an elaborate program. The event will feature addresses by Rev. Fayette Duflin of Madison Rev. P Gavin Duffy of Oconto and Rev. Mr Delaney of Menasha with Coadjutor Bishop Welter of Fond du Lac expected to be present.

Frank Welch known as Frank Crabielder aged 21 of Philadelphia died in Easton after a New Year’s Eve bout at Cedar Park Philadelphia against Paddy Donovan. Washington D C January Associated Press Speaker Henderson rejoined the House after illness to preside over routine business and the reapportionment debate. Representative Talzen of Pennsylvania spoke in favor of Hopkins bill while Mr Dalzell and Mr Bingham argued the House is inefficient and resisted membership increases.

In a parliamentary vote the new president was elected with 296 votes for M Deschanel and 217 for M Henri Brison a radical republican and former premier. The result marks Deschanel’s return to the presidency as the current assembly begins its term.

Washington dispatch reports Blaine club of Cincinnati may skip the inaugural parade over lodging concerns. Robert J. Smith longtime secretary of Traders Insurance and prominent fire underwriter died early today in Chicago. Born July 1, 187, he led the Fire Underwriters association of the northwest and headed the international board of marina underwriters for two years. He also served as president of the Western Insurance union during the 1935 meeting at Niagara Falls.

The first race of the Lake Winnebago Ice Yacht Association for the Evening Wisconsin prize cups is underway with only Foxie from Menasha present by late afternoon. Neenah Menasha and Fond du Lac yachts were expected as Oshkosh boats prepared to start. A strong west wind favored an exciting contest and the ice was in fairly good condition for the pace.

The furniture hardware and bicycle dealers at 165 167 Main Street dissolve Rudd & Co and form a new company. George Rudd, John Grundy, and George J. Smith are the former members. Grundy and Smith sell interests to Mrs Emma Rudd and Miss Willian Rudd. The new firm remains named Rudd & Co.
The stockholders of the National Bank of Oshkosh meet at 7 30 this evening to elect directors. Directors will convene after to elect officers. National Union Bank stockholders meet at 7 this evening. Commercial National Bank stockholders at 7 30 followed by the new board. German National Bank stockholders meet at 3 this afternoon.
Mr and Mrs S Palmer hosted a piano recital Monday in Otter Street. Guest of honor Miss Mae Norris of Chicago performed with Oshkosh singers Mrs Luther Davies Miss Grace Cornish Heman H Powers L Frank Gates. The event was praised as artistic and enjoyed by attendees.
