Viet Cong plot to blow a US billet in downtown Saigon was foiled as six terrorists carrying a 263 pound plastic bomb were seized two and a half miles north of the city. Two suspects were armed with 45 caliber automatics as police warned of further attacks before Tet.
Two drivers hospitalized with head lacerations as a cab is set ablaze near the Riviera Hotel during a disturbance just after an evening show. Unofficial sources warned of trouble. Yellow Cab Co had resumed non union service last week after a five month strike by Teamsters Local 881. Police increased patrols at key sites including McCarran Airport and downtown gambling areas.
A tenth person died this morning from burns suffered in the Carleton Hotel fire in downtown St. Paul. Benjamin Gilstrap, 47, died with face, shoulder and arm burns as investigators pursued the blaze’s cause. Ten remain hospitalized, six in critical condition, with several others treated and released.
Senator Mansfield after a White House conference said there is no time limit on the pause in bombing North Vietnam and he expects no rapid resumption. He praised Johnson's peace effort and noted no Hanoi response. Attitudes differ as Senator Aiken urges no resumption without moves from Hanoi. The pause duration remains under daily review with no fixed end date.
President Johnson will deliver his address to Congress with Moyers noting the time. The speech will be carried live by radio and television and, for the first time, broadcast in color. Congress convenes Monday for its new session.
In San Jose California two men were caught with a stolen television after Melvin Nelson 22 helped summon police by shouting for help. Nelson recovered the set from the burglars and turned them over to authorities.
In Santo Domingo the provisional government faced a volatile crisis as Hector Garcia Godoy proposed sending key military figures, including rebel leaders, abroad on diplomatic assignments. The army blocked the move while the palace appeared briefly occupied and roads were sealed. The radio stayed on air as the minister downplayed the clashes as demonstrations of disagreement.
A cold wave and statewide snowfall swept Wisconsin with Park Falls leading at 3 inches while Madison Beloit Racine and Burlington saw lighter falls. Temperatures plunged to near zero in spots including Superior Eau Claire and Park Falls with 4 below at Superior and 9 below elsewhere as conditions began to improve toward Sunday.
A BBC employee claimed an “early morning tea” expense on her sheet in London. UPI reports the claim was denied, with officials stating such items are only allowed on a reciprocal entertainment basis.
Tokyo reports Prime Minister Eisaku Sato will press North Vietnam toward peace talks. Officials say Sato was encouraged by Harriman’s peace offensive and may push Hanoi via embassies in Laos and Cambodia. Shiina to sign air pact. Moscow visit looming. Humphrey spurs regional diplomacy.
A delegation of New York City’s one million labor union members visited Gov. Nelson A. Rockefeller seeking help to end the week-old subway and bus strike. They pressed for the release of hospitalized union chief Michael J. Quill and eight other officers from jail for contempt of court. Chairman Harry Van Arsdale said release could shorten the dispute while Mayor John V. Lindsay and Labor Secretary W. Willard Wirtz conferred with the parties involved. Wirtz then returned to Washington to brief President Johnson.
The death of a Racine County man Thursday boosted Wisconsin's 1966 highway death toll to 12, compared with 18 on this date in 1963. Charles J. Stubinski, 40, of Sturtevant, was fatally injured when his panel truck collided with a car in Racine. Police said the accident occurred at an unprotected intersection. Three occupants in the car escaped injury.
Green Bay Kenosha Menasha and Racine lead in bids for two new state universities after a site selection committee approved criteria. Marinette Manitowoc Brillion and Bong Air Base were not eliminated, but face uphill odds under the rules prioritizing large municipal areas near existing university centers. University President Fred Harrington, committee member, objected to one criterion sentence.
