Reports from St Petersburg describe revolutionary activity as Russia faces internal turmoil. Tsarist ministers and advisors discuss a possible peace with Japan to free forces for domestic crisis, while zemstvo delegates push programs and government notes warn against reform.
Associated Press reports steamers returning and a Japanese patrol in the San Bernard Straits. At 2 p.m. the vessel approached the entrance to Stanilla harbor and was signaled. The ship declined to state origin or destination and sailed away under full speed.

The run Bent Chattanooga returned to port early today after a 24 hour sea trial. It sailed Tuesday, aimed for New York, but heavy Tuesday night and Wednesday storms forced it back to Newport. No damage reported in the harbor or aboard.

Special to The Northwestern Fond du Lac Wisconsin reports 1904 fire losses were unusually low at 12 804 45 with 67 alarms and 11 100 feet of hose used 482 gallons of chemicals and 16 hours 45 minutes of firefighting. The department has three engine houses nine horses a chemical engine two hose reels and a 197 foot ladder truck plus 19 firefighters and an annual payroll of 14980 00 The only recommended upgrade is purchase of new fire hose.
In Menominee Michigan on January 5 John Belonga a deaf mute lumberjack attacked a man after drinking bad whisky. The other man used a kettle and cut Belonga badly but Belonga fled to another shanty as the crew scattered. Rev W M Todd stirs local church circles by billboard style ads for services.
The body of Neil Phelps a local capitalist who disappeared weeks ago and was believed to have gone to British Columbia was found today decomposed in the river near Rattle Creek. The discovery ends a prolonged missing persons case and confirms foul play suspicions. The report cites Associated Frees sources and notes the location as Rattle Creek, Michigan.
