Oshkosh residents planned lively New Year activities and church services to greet 1954. At midnight the year 1958 will be cast aside in a traditional round of gaiety and noise, with plans for celebrations across the community.
Washington reports the first general tax cuts in five years. Individual income tax rates drop about 10 percent for all but the highest brackets, saving about three billion annually. The excess profits tax on corporations expires, reducing income by about two billion. Social security payroll tax rises from 1 to 2 percent, boosting the trust fund by nearly 1% billion annually. The plan aims to stimulate buying during the 1954 election year, with about 80 million individuals set to benefit, though lower brackets may see net take-home losses for roughly 10 million workers.
A blast at the Columbus municipal utility plant left about five thousand homes farms and businesses without electricity and water. The city of about three thousand faced freezing conditions as power failed and heat and lamps could not be lit. Damage, cause, and full restoration were not immediately clear.

The Army issued roughly 3,400 and the Air Force about 250 to the dead list, with Marine losses around 300 declared dead last month and the Navy handling its 69 cases individually. Many remains officially listed as missing remain under uncertainty.
A 150 pound doe roamed through Northern Paper Mills grounds before crossing the East River. Police, workers, reporters and bystanders formed a patrol to corral the deer, trapping it between a tank and a fence on Wisconsin Public Service Corp property. Wardens then took custody of the animal.

The other victim was taxi driver William Ashley Smith. Danielski, assigned to the 66th Signal Battalion Corps, was pronounced dead on arrival at a hospital. Fifteen persons were injured.
Police records show a dramatic rescue on Lake Winnebago when a quarter mile ice crack opened while four Oshkosh residents and a brother-in-law faced danger. Three pilots from Winnebago County Airport piloted light planes to reach and save Stewart Brown, Arlayne Brown, Darrell Brown, and Jacob Vanderhoof before worsening weather halted further aid.
In Indochina fighting intensified as Loyal French forces clashed with Viet Minh rebels on three fronts. Bayonet combat near the central coast left scores dead or captured, while skirmishes 93 miles east of Savannakhet were reported from the Laos cabinet. Nine teenage boys escaped from the Wisconsin State School for Boys by pushing out a wire mesh screen in a restroom and crawling out. The disappearance was discovered within minutes but no trace was found in a ground search.

The U S Weather Bureau forecasts unusually cold weather for most of the nation in January with heavy snow likely in eastern states. The three day outlook shows the West Gut States and Central Mississippi Valles as the coldest areas. Precipitation should run below normal west of the Continental Divide and in the Central Plains.
