President Roosevelt asks all powers to submit the Venezuelan dispute to The Hague for arbitration. Britain and Germany outline a counter proposal favoring Roosevelt as arbitrator and discuss a method to present the case. The pope signed the appointment of Bishop James E. Quinney of Buffalo to the see of Chicago. Rev. J. F. Recin Canevin, rector of St Paul’s Cathedral in Pittsburgh, is named coadjutor bishop of Pittsburgh.

A several hundred strong crowd burst into the Northwestern Pier company coal office on Hover street in St Paul after a large coal delivery. A clerk was assaulted as staff hurried customers through one at a time. Police were called and order was restored with difficulty.

Adelph F. Spring, a Madison milkman, was struck and killed by a passing freight train on the Northwestern road this morning. The accident happened at a crossing in a cut two miles south of the city as he was driving to town. Spring was not married.
