Engineers prepare to challenge conservation claims in river work
Washington December 11. Special to The Northwestern. The conservation movement faces a clash with engineers over river improvements. Pinchot and allies push water and forest protection, while engineers insist river navigation declined mainly due to rail competition rather than river sediment. They plan to present data showing rivers are more navigable now than fifty years ago and argue that forests do not significantly sustain stream flow. General Mackenzie and General Marshall are noted figures in the debate.
