Wisconsin Assembly approves six month moratorium on land purchases under the Outdoor Recreation Act by a 65 to 32 vote. Opponents push for a hearing on two Natural Resources Board appointees before action.State leaders contest delays. debate centers on board responsiveness and land development use.
Washington negotiators reach a 13 percent across the board rise for 23.8 million Social Security recipients with minimum monthly payments jumping from 44 to 55 dollars. The plan, smaller than Johnson's request, would add 4 billion in benefits in the first year. Payroll tax base rises to 7800 on Jan 1 with a 4.8 percent tax rate starting 1969. Maximum annual tax for top earners would rise to 343.20 next year and 374.40 in 1969.
Congress moved to strengthen meat inspection by authorizing matching federal grants to help states upgrade in state plant inspections to federal standards. The Senate accepted a conference report after the House approved 326 to 28, with Rep. Graham Purcell calling it a victory for consumers and producers. The measure now awaits Johnson's signature.
Agriculture Department could intervene if a state fails to start its program within two years or allows a third year if progress begins. The bill would let Washington act against adulterated meat plants in home states’ inaction and require imported products to meet domestic meat standards. Rep. Neal Smith praises the bill as a consumer and farmer victory amid a strong meat lobby.
UPI reports that US 1st Air Cavalry units killed 146 Communist fighters near Bong Son amidst a clash that began with a patrol engagement. About 800 Americans faced possibly two Viet Cong companies, with ongoing fighting and no immediate U.S. casualties reported. The Bong Son Plain has long hosted guerrilla activity.
President Johnson flies to New York to attend the funeral services for Francis Cardinal Spellman. He is accompanied by his roving ambassador W Averell Harriman Postmaster General Lawrence O'Brien and White House staff members.
A 37 guerrillas plus a 15 year old nurse surrendered at Loc An, the largest Communist defection of the war. Spokesmen cited fear, food shortage, and disillusionment. Week tolls: 207 U.S. dead, 286 South Vietnamese dead, 1,554 Communist dead. Kill ratio 2.9 to 1. Border clash: 267 shells hit U.S. Marine posts near Con Thien. seven Marines died, 77 wounded.
Two special conference committees were named to reconcile differences on highway safety proposals. The Senate rejected Assembly changes including a 19 year beer drinking age with local option, vehicle safety inspections, and a 100 man boost to the Wisconsin Highway Patrol. The Assembly opposed the Senate beer age plan and backed a 55 man patrol increase. Debate highlighted rural concern over state patrol dominance and calls for law enforcement cooperation.
President Lyndon Johnson signaled possible wage and price controls if voluntary restraint fails. In a Business Council address he urged labor to restrain demands and urged business to refrain from excessive price increases. He noted steel price hikes and repeated that no emergency authority is under consideration.
The Associated Press reports a fog shrouded highway crash killed Alva R. Covey and his wife Bella both of New Lisbon. The 77 and 67 year olds died after their car hit a bridge abutment on Highway 58 south of Mauston. The Wisconsin highway toll rose to 1 046 with five more deaths than last year. Also dying from injuries were 17 month old Amy Jo Hesselink of Cedar Grove and her mother Romell Hesselink 31 and William Lensik 34 of Oostburg in separate crashes on Highway 41 near Sheboygan.
Representatives from Oshkosh six Catholic parishes voiced support for Lourdes High School and offered to pay their share of this year's deficit during a budget meeting at the school. The session drew a capacity crowd as attendees proposed methods to cover expenses and boost revenues. The school projects a 1967 68 deficit of 28779, up from 4000 the prior year, with salaries and benefits driving costs. Parish contributions to debt have been on a percentage basis, and leaders urged each parish to cover its share without further burden on others. Continued discussion noted, with page 18 for details.
