The National Independent Political Rights league closed its annual convention in Boston on August 31. Members urged use of the ballot to advance equal rights and laws, backed a policy to make lynching a capital offense, seek federal aid to education, and push enforcement of constitutional guarantees to stop disfranchisement and peonage.
Philadelphia and surrounding area endure seven days of record rainfall. Eighty two hundredths of an inch fell in Philadelphia as floods overflowed sewers and rivers rose, disrupting trains, telegraph lines, and causing property damage. New York also drenched with heavy rain, reservoirs refilled and no water shortage fears, with over five inches in a week.
Albany Aug 81 amid legislature actions 1411 laws take effect tonight under the Bullivan dangerous weapon statute. Any person over sixteen possessing a revolver without a license is guilty of a misdemeanor and a concealed weapon becomes a felony. Also firearm sales must be registered and the loan shark bill limits interest at eighteen percent.

Madison Aug 31 A summons was filed in circuit court by the Superior Curling and Skating Club against the Wisconsin railroad rate commission. A duct’s erection damaged club property, with damages assessed at 300 dollars. They seek a hearing of the evidence. case likely to be heard at the fall term.
Milwaukee report: William Guke, a Clark county farmer living near Granton, aiding threshers on his farm, climbed a water-filled barrel from a powered engine. The beard on top slipped into the barrel and he fell in, suffering serious scalds.
In Chesterfield Court House Virginia testimony focuses on who sold the shotgun to Paul Beattie and whether the weapon was delivered to his cousin Henry Clay Beattie Jr. Defense questions a key witness about the gun purchase and timing as prosecutors seek to prove Beattie’s involvement.
Defense counsel questioned Talley about involvement the night of the murder. Talley denied knowledge while Lutz testified he did know. The court recessed at 1 24.

R C Russell retired banker and prominent Oshkosh business man dies at home corner Algoma and Jackson streets at 2 30 PM after a three week illness. Born April 21 1830 in Sunderland Massachusetts he moved west in 1856 and helped organize several banks including Union National Bank now City National Bank and the German National Bank first president of that group. Survived by wife, daughter Gertrude Everett in San Antonio and son Richard Russell in Paris after cable notice. Funeral plans not yet announced.

In Milwaukee on August 31 a well known businessman from Michigan sustained three fractured ribs and a broken sternum when his car broke down outside the city and was towed in. The machine skidded into a ditch and rolled, pinning him beneath. He narrowly escaped death as the wreck was heavily damaged.

An elderly Mazomanie resident, Mrs. Steinbeck, was struck by a freight train engine yesterday afternoon and knocked down. She was found by neighbors, carried home, and doctors expect she may recover, though she currently remains under observation.

Aug 31 Cincinnati reports Frank Gotch world wrestling champion will depart for Chicago tonight. Plane arrangements completed and he relaxed with friends after final camp training.
Gotch is due today to meet Referee Ed Smith who will travel from Chicago to discuss match matters. Gotch will depart by a special Northwestern flyer car at o'clock with Mrs Gotch, trainers, and a large group of friends. He is expected to arrive in Chicago tomorrow morning. TY COBB TOO SREEDY. Detroit, Mich dated Aug 31 reports Tyrus Cobb found guilty of speeding his automobile with sentence suspended.
Fire Chief Thomas A. Chaney faces cross-examination in Milwaukee as part of his defense against charges of favoritism mismanagement and espionage. Witness Wiese, a discharged firefighter, testified about envelopes of money from a coal company and rewards for services, including towing coal boats and extinguishing a long burning tire fire, while questions hinted at debtor forgiveness from the distributing company.
Dakota County Attorney O Mede and South St Paul police investigate an alleged poisoning in which Prank Amos and family found what appeared to be Paris green in their tea. The willful poison may have come from a potato spraying machine on the Amos farm as Utensils are examined in the health office lab. Authorities have not named a suspect.
A special report from Milwaukee notes four African Americans Columbus Vautkner Lidebel Akner Edmond Siamouk and Pearh Simuias faced larceny charges after $180 was taken from John Danket with a woman allegedly returning it. Police found five revolvers and jewelry in their possession. They were arraigned in district court and the case was postponed that week.
Seven people were injured, three seriously, when a Logansport branch interurban car of the Western Union Traction Company struck a trace engine. The wreck’s cause is not yet determined. The seriously injured include Mrs. E. Bendain Connette Ohio Nora Ind. J. W. Wilson motorman Tipton Ind.

Chow Foo Tun is charged with murdering Lee Yip Wing in Chicago and fatally wounding Moy Dong Long. He was arrested in Waukegan today by Detective Sergeants Norton and Ryan.
Premingham Alabama August 31. The Taft administration was endorsed at the Alabama state convention held here today. Delegates named and instructed to support Taft in the upcoming national convention. Local Republicans conveyed strong backing for Taft’s regime and urged party unity.
New Orleans reports the total cotton crop for the commercial year ending today at 12,120,005 bales. Figures were compiled by Receptor Heater of the New Orleans Cotton Exchange.
A Marinette Wisconsin trial opened with the first public display of a decedent's entire head. The head of Mrs Mary Wertelewski's husband was cut from the body at autopsy, placed in alcohol, and shown to judges and attorneys amid gasps. The state plans to introduce a long iron piece with human hair alleged to prove the stabbing, while the defense claims the death came from a fall.
