Oshkosh day draws about 10 000 attendees, far below last year's 25 000 record as threatening weather dampens crowds. Officials anticipate a busier late program with band concerts, acts, and fireworks tonight while Thursday features Neenah Menasha County Day events and harness racing if track dries.
British air raids over northern Italy to Ethiopia were acknowledged by the high command. Italian fighters opposed the raids on Piedmont and Lombardy with limited damage. one British plane was downed. Ten men, the night crew of the Bates Coal Corporation mine, were killed by an explosion about 1,700 feet underground. State Mine Inspector J W Fitzfarrell led the inquiry into the blast cause as badly burned bodies were recovered before midnight and mine manager Ben H Bedwell said they appeared to have been killed instantly amid heavy debris and difficult access for rescuers.

Heavy rains and fog drenched southern Wisconsin with rising creeks and rivers. Rock River rose about 20 inches, four Rock County bridges washed out, and rail schedules disrupted. A 10-year-old fisherman, Joseph Purdum, was rescued from the Rock River near Janesville after snag trouble. Weather outlooks show continued showers with little temperature change and rising flood threat as losses mount.

German raids targeted British Spitfire works in Birmingham government wharves in Chatham and Southampton and industrial plants in Derby. An unnamed airport at the Thames mouth was bombed and eight British and three German planes were shot down in the ensuing battle.
