Washington Aug 28 officials say Austria and possibly other German allies may declare war on the United States over U S aid to Italy. Officials note no US initiative is implied though an anomalous situation could widen the war. Relations with Germany’s allies remain broken though not labeled unfriendly.

Advance payments for army and navy supplies not yet delivered have been requested by contractors to enable them to proceed. Treasury considers such payments to help firms with insufficient capital. many large concerns valued in the millions are seeking advance funding to turn out the supplies.
El Paso Aug 28 Approximately 100 members of the Twenty fourth Infantry charged with involvement in Houston riots last week will be brought to Fort Bliss stockade under guard. The move follows word Columbus officials sent that the men are loaded for a special train to El Paso.
A chaotic gathering near Monona Park sparked claims of indecency and illegal liquor, with Mayor and city officials asking for a full investigation. Alder Utter reportedly admitted permitting beer unloading as a religious meeting proceeded nearby.
United Press report from Peoria and Pekin Illinois notes distillers intend to suspend whiskey production on September 4 while continuing limited alcohol for munitions and medicines. A shift to increased alcohol supply has supported wartime needs and may prompt congressional action. At noon today in Chicago five robbers held up Brinks Express men carrying $9100 for Winslow Brothers payroll. Louie Orenberg and Barton Allen were shot and killed when reaching for weapons. kit Lewis was restrained as the satchel was taken. The robbers fled in an automobile after firing into the crowd, three more shots being fired as they departed.
A United Press dispatch from Cedar Rapids dated August 28 describes rising tensions between pro German Americans and loyalists in northern town politics. Federal agents and deputies returned from a fourteen county tour noting boycotts and threats. At Pitbhard a crowd sought to lynch William Seiwartz before federal responders intervened.
Milwaukee Wis Aug 28 The Wisconsin committee of Defense medical action calls for trained medical officers and a nationwide effort to establish a medical center and college to train officers. It urges President Wilson to seek public support and legislative funding for medical education and Arabic measures.
The Enterprise reports Otto Forsphand, a 59 year old German resident, found at his home near the village with a rope around his neck. He apparently hanged himself by an improvised gallows formed from a nailed rafter and a kicked chair.
Myert J Wendell, long associated with the Olympic Committee and a prominent figure in U S athletics, died today at the American Hospital in New York. His death ends a widely recognized career in athletic circles across the country.
Washington Aug 28 The Senate 49 to 29 struck out the one cent tax on letters and postcards aimed to raise 60 million dollars in revenue, while preserving free mailing for soldiers abroad. Senator Works argued against the second class mail tax and urged reconsideration of the tax provisions, saying publishers face high costs and limited ability to pass them to consumers. Weeks contended periodicals are harmed by proposed levies and denied government costs to carry them.
Milwaukee, Wis Aug 28 Health Commissioner Ruhland says demand for horse meat in the city exceeds supply. A second shop opened to sell horse meat is short, while the first shop recently opened has served 18 customers but cannot meet demand.

Michigan Legislative Commission members James OBrien O C Thompkins and Lord visited Madison Wisconsin August 28 to study the state budget system. They conferred with Speaker Lawrence Whitte in the state capitol during the inquiry into financial budget practices.
