The Soviet Communist Party announced its first congress in 13 years to approve a fifth five year plan. The decree sets a target of 12 percent annual industrial growth and 70 percent total output increase by 1955, relative to 1950, with the event slated for Oct 5 in Moscow.
In Mississippi Democrats can vote for either Stevenson or Eisenhower on November 4 without leaving their party. Democrats for Eisenhower pledged independent electors to support the GOP nominee, allowing Democratic voters to back Eisenhower while ballots show Republican electors. Mississippi’s Democratic registration dominates, while white Republican leaders Sheldon and son Anson lament the split.
Air Force General Nathan S. Twining told the Anchorage Chamber of Commerce that the heartland defense concept makes Alaska invulnerable to surprise attacks. President Truman said congressional cuts and defense furloughs from the steel strike will keep the 1953 deficit lower than earlier estimates. He pegged new figures at income 68.7 billion, spending 79.0 billion, deficit 10.3 billion, versus January aims of 71.0 billion income, 85.4 billion spending, 14.4 billion deficit. GOP lawmakers claim credit for the improved budget.
Lawrence Edward Seifeldt 61, missing since Monday, was found by a 9 year old boy around 3:30 a.m. in shallow water near the Bowen Street dock at Lake Winnebago. Identification confirmed by his son and an associate. Coroner said cause of death not listed. body taken to Marquardt Funeral Home.
The National delegate assembly of Goodwill Industries of America accepted the international civic service award from the Grand Fraternal Order of Eagles during their golden anniversary event in Williams Bay Wisconsin. About 500 members attended as the award honored outstanding contributions to handicapped welfare. Delegates voted to hold the 1958 session in Los Angeles.

Lawrence Mario Giannini longtime Bank of America president died in his sleep at a hospital in California. He led the bank since 1936 and built it into a global institution with branches across California and overseas. His death leaves a likely successor to be named at the next board meeting.

U N war planes hammered targets in North Korea as typhoon rains fell. The U S Eighth Army said 3 134 Reds were killed or wounded in the week to August 14, the highest weekly toll in two months. Marines held Bunker and Siberia Hills near Panmunjom after seizing Bunker Hill August 12. Ground actions were minor with enemy probes repulsed and patrol skirmishes reported.
Senators Wiley and Smith arrived in Istanbul for a 36 hour visit with a Senate Judiciary subcommittee. They plan to study problems from influx of escapees tied to temporary asylum and conduct an audit of shortages at the Bank of Dierks in Arkasas.
