Mitchell accuses Nixon aides of planning Watergate bugging
Former Attorney General John Mitchell says other Nixon campaign officials helped plan the Watergate bugging and broader intelligence operations, and he vetoed the plans after attending three meetings. He confirms New York Times reporting that Jeb Magruder and G. Gordon Liddy proposed bugging on three occasions, while Liddy is jailed for his role. Mitchell clashes with earlier sworn statements as Magruder, Dean and he duel over blame in the Watergate scandal.

The Wisconsin legislature's Joint Finance Committee approved a no tax increase two year budget totaling 2.77 billion dollars for the period starting July 1. The 8-6 party line vote sent the measure to the Assembly, with Democrats in the majority. The panel noted the proposals should not be directly compared to Lucey's 2.78 billion plan until amendments are studied. The committee's budget includes no tax increases, and features about 60 million in flexible surplus funds. It also calls for 100 percent state funding of welfare administration costs starting next January.
