Chapman won in the Second. Matt Dimmitin and John Lewellyn led in the Third. The amended charter for a permanent street improvement fund passed 20 to 108, while Democrats gained a 6 to 4 council majority with a Republican mayor. Milwaukie elected William Schindler over I. S. Mullan, and city offices largely remained with existing offices. police chief Charles Burns and city recorder Bruce Curry expected to stay in place.
