British and German records reveal rising mutinous talk and strict court martial actions as officers report insubordination and plans for revolt. Captured orders emphasize enforcing obedience, searching departing soldiers, and suppressing dissent amid worsening conditions on the western front.
Early this morning Mrs Sloan was alone in her Little Rock home when a power washer injures her and entangles her hair and right hand. Neighbors heard screams as she struggled with the running machine in the basement until a sister arrived to free her. They repair bridges destroyed by Bolshevik forces as 10,000 Czecho-Slovaks head toward Manchuria and Japanese shift to the Ussuri front to replace Czecho-Slovak units. Col. George H. Emerson, ex-Great Northern manager, led Siberian railway upgrades since last November.
A Moscow letter dated August 4 reported in Amsterdam on August 21 says several hundred officers in Moscow have been shot. The letter also notes that many officers were imprisoned and subjected to harsh conditions.
NEW YORK Aug 21 Liberty 3 percent bonds traded above par at Savanted to 102 a new high on active demand. The market reflected strong buying interest as investors sought higher yields amid steady trading in government securities.

Washington August 21 A favorable report by the house military committee backs the administration manpower bill with an amendment creating 18 to 20 year old youths in separate callup classes. Another amendment lets a sol dier not yet 21 receive a commission. A further section allows draft age men to attend colleges for technical training in uniform without changing status. No vote was taken on the work or fight amendment opposed by organized labor. Rep Dent predicts floor passage by Friday while Rep Kahle plans to fight the separate class plan. Senate consideration starts tomorrow.

British forces under Haig launch a wide front attack north of the Ancre with Byng leading tanks, capturing Courcelles Achiet-le-Petit Moyenneville Beaumont-aur-Ancre as heavy fighting continues along the Scarpe and Arras-Albert fronts.
British forces under Marshal Haig launch an offensive in northern France advancing along a ten mile front from Ancre Beaucourt to Moyenville. Early gains include seizure of German field guns and about 200 prisoners as outposts on Branoutre ridge come under bombardment and attack.
