Telegraph report from Copenhagen notes German forces aim at Petrograd with strong impetus as new offensive plans are prepared. Danish dispatches describe movement toward the city and heightened pressure on Slav nations.
A Daily Telegraph report notes German embassies moved amid rising anti German sentiment as allied expeditions advance. In Russia peasants increasingly resist occupation, with German troops said to be attacked or captured. Ukrainian government trains a Ukraine army with about men.
Official tabulation from sixty eight counties shows Robertson at 39 029 to Murray 19 182 with a 19 847 lead. Alexander trails Murray by 671 in second place. Nine counties pending. Morris leads Murray for secretary of state. Whitehurst leads Wilson for president of the state board of agriculture. Matthews edges Basset for charities commissioner.
City schools resume Monday September 9 at regular rates with a one week institute for grade teachers preceding opening. Miss Rosalie Pollack, former supervisor, named director of the institute. no primary instructor to be employed. Board votes to seek immediate county excise board action on a $5,534.23 repairs budget for Negro school buildings.
A destroyer was sunk in the Mediterranean after an encounter with an enemy submarine. The loss follows reports of naval action and flotilla movements in the region as Allied and Axis forces engage in ongoing wartime patrols.
London reports a shift in German military policy after a new defeat. A military source says Ludendorff influenced ideas at a stage of transition, while Allied raids test conjectures and prompt questions about German plans on the Western front and possible hardwar movement toward Italy.
German submarines attacked American waters near New York. The Norwegian steamship Sommerstad, 3875 tons, was sunk off Fire Island with 31 crew members rescued. Captain Cay Hansen reported the ship sank at around 6 o clock yesterday morning near the area where the armored cruiser San Diego was sunk July 19.
The auxiliary schooner Farr and Net was added to the list of vessels sunk by a German submarine off Georges Bank Sunday. Crew members, rescued about 100 miles east, reported their schooner was sunk by gunfire after loot by a raiding squad from the raided vessel Anita Mary.
Washington reports thirty-one vessels sunk by U boats off the Atlantic coast since May. Most losses were small fishing schooners and the death toll is still being tallied. The navy department says it is taking all possible measures to deal with submarines.
Secretary Daniels stated the navy has no new information on the gas attack on the Smith Weland coast guard station in North Carolina or the destroyer effort off Virginia to sink a German submarine with depth bombs. No navy reports confirm German subs carrying gas for the North Carolina incident as described, as details remain unclear.
Washington reports the 1919 occupation tax plan includes a ten dollar levy for most occupations and a 25 dollar annual tax on wholesale houses with high receipts. The measure targets businesses earning 2000 dollars yearly or more, while farmers teachers ministers and certain trades are exempted, and press outlets gain partial exemptions. Secretary McAdoo will testify to discuss excess profits taxes and wartime revenue strategies.
An inter allied labor and socialist conference will be held in London September 17 18 and 19 at the request of Samuel Gompers president of the American Federation of Labor who plans to visit London soon.
LJ Sartain of exemption board No 1 received notice to entrain five limited service men for Camp Dodge Iowa for training on August 20. The five men to be sent have not yet been selected.

Paris notes no major events, with several enemy raids and actions in the Visgey and upper Alsace without result.
Washington August 1 The senate military committee voted to report favorably the administration man power bill extending draft age to 45 with a Reed amendment requiring two years education fees at government expense for all under 21 after the war. The bill will be reported Thursday and a quorum will decide if the August 24 adjournment is set aside. George Gilligan of St Louis was killed in action. Oklahoma actions noted July by deputy court clerk Heim.
Allied forces in France report improved positions after repulsing counter attacks in the second Somme battle. Prisoners increased as heavy enemy movements were observed westward by air observers. German crown prince poised for aid as Finnish advance continues north of the Somme. Americans fought near Etinehem Bray spur, with strong actions at the southern end of their line.
Early morning collision occurred when a prisoner escaped from a police car at Grand and Robinson. The officers tried to recapture him, releasing the wheel. the car struck a second vehicle near North Western avenue. The prisoner was caught after a chase of about two blocks. the police car sustained heavier damage.
Dorset Carter of the capital issues commission will address the public tomorrow evening at the Chamber of Commerce explaining in detail the methods of capital issues under the commission’s charge. Oklahoma leads two to one in district applications fought. first public statement by the commission. Carter was to speak in Kansas City earlier.
Allied dispatches report heavy fighting along the Picardy battle line with the French gaining control of Lassigny and the Divette valley. German efforts to hold Roye falter as French forces advance on the Oise crest while Peronne reportedly burns and British troops push north of the Somme.
