The House begins debate on President Roosevelt's lend lease plan to aid Britain. A final vote was expected Friday with leaders predicting passage by a large majority. Opponents including Norman Thomas and Philip La Follette testified before the Senate inquiry, while supporters argued it would keep the nation at peace and Britain as the first line of defense.
Des Moines reads that Governor George A. Wilson signed the 60 per cent tax assessment bill after it passed both houses. The law specifies real property and estates be taxed at 60 percent of actual value, replacing 100 percent. A prior stenographic error in a section was corrected before final passage. The bill becomes law immediately upon publication in two newspapers.
Newton Louisiana February 3 Kenneth Patrick former Jasper county old age assistant director faced an indeterminate sentence of up to 100 years in Fort Madison penitentiary after pleading guilty to embezzlement by a public officer. He was fined 250 dollars following district judge J G Patterson's ruling. A Jasper county grand jury indicted Patrick last November after his resignation two months earlier and the discovery of irregularities in office management. The state demanded an accounting of 2375 dollars in state funds.
The Iowa High School Athletic Association board will review charges from 17 northeastern Iowa schools alleging manipulation in the representative council election. Dave J. Robbins was declared winner over A. B. Grimes, but Robbins allegedly lacked a required vote majority. Loras Academy officials disputed casting votes, and the board ordered new petitions with both names mailed before February 5. Edie and a three-man committee from class 4 schools lead the protest.
United Press reports Greek forces slowed by snow, fog, and thaws as they pressed toward a 4200 foot high central front objective. Italian counterattacks failed to retake the hill after twelve efforts. Correspondent Mary Martin noted Greek gains above Elisara, despite adverse conditions.
Washington February 3 United Press staff correspondent reports the administration British aid bill won its first test on the house floor by voice vote approving a three day general debate. Chair Sol Bloom urged passage calling the measure the best way to safeguard freedom amid looming war risk. In the senate hearings, former Wisconsin governor Labollette warned the bill would grant Roosevelt a mandate for war and sole control over peace or war. Norman Thomas, socialist leader, was listed as a witness in hearings following Bloom’s committee.
Des Moines Iowa February 3 A seed certification bill would create a state board including ISU officials to oversee Iowa certified seed with penalties up to 3250 per violation. The measure claims no state administrative cost. Also proposed are tougher class B beer license penalties and a monthly installment tax payment option among other bills.
Wendell L. Willkie toured bombed Midlands cities in England and planned meetings with industrialists before a Tuesday audience with King George VI and Queen Elizabeth. He was to testify in Washington on aid to Britain and depart for the United States Wednesday. Willkie’s itinerary included Coventry, Birmingham, and Liverpool while he observed war damage and spoke with industrial leaders.
Emery A. At nde, 67, Weldon, Ta., died after suffering a heart attack late yesterday following a two car collision a mile south of Taveras on Highway 5. A passing maneuver by At nde intersected with a car driven by Emery Jolson Mias sell as Tolinson began to pass. Damage to the Urs was slight.
Pierre Laval may be restored to power in the Vichy government as part of a triumvirate with Marshal Petain allies Admiral Francois Darlan and General Charles Huntziger. He could also be placed in Paris as liaison between Germany and Vichy, with negotiations led by Laval and German envoys in Paris. Darian arrived to push talks with Berlin, signaling potential shifts in French governance under Nazi influence.
Des Moines Iowa February 3 Fair weather was forecast for the day ahead with temperatures mostly below normal in the eastern and northern sections and above normal elsewhere. The high yesterday reached 34 at Mt Ayr and the low today was five above at Charles City. Temperatures tonight were expected to run about 80 above in the north and northwest, 28 in the southwest, with no precipitation reported.
Funeral services for Mr. and Mrs Bet er Notar of Beacon Iowa were set today after both died within a day. Mrs Notar, 75, died Friday and Mr Notar, 85, passing late Saturday. Funeral details were announced locally by Beacon authorities.
The 19 year old Earl Dew, the 1940 riding champion, died after a ride at Agua Caliente Mexico when his horse yelled into a turn and toppled, killing him two hours later. Dew had recently returned from Sac City to race at Golden Gate and then Agua Caliente to claim his championship diamond watch and ride a few horses for spectators.
State crime bureau chief Tilden Rowe said Kasota man admitted using 8 names to forge more than 200 checks totaling 4560 across Minnesota Wisconsin Iowa and South Dakota. Elmer Jones 42 a farmer confessed to six years of forgeries. Jones arrested at his home and to be prosecuted in Preston Fillmore County.
Miss Roberta Clemetys, 16, of Prien Ta, riding in a car, was killed last night when the vehicle collided with a Minneapolis and St. Louis train pulling into the station. Driver Niel Pierce, 20, of Gifford, sustained a possible broken leg. Passengers Herbert Moore and Arlene Glenny, 16, of Union, were injured.
The Supreme Court held federal antitrust laws do not apply to restraints of commerce from inter union jurisdictional disputes. The ruling upheld dismissal of Sherman Act indictments against four AFL Carpenters union officers tied to actions against Anheuser Busch and St. Louis Brewers. Government argued strikes, boycotts and picketing aimed to force millwright work by carpenters, but the court found no antitrust violation.
Hollywood report from February 3 describes the death of Dolores Delmar, a showgirl, who leaped from Arthur Hamburger’s 60 foot yacht ET Com-A-Dee near Wilmington harbor. Coroner Frank Nanuet probes motive as Hamburger and two others say they slept in cabins when the incident occurred at about 10 AM.
Anson Weeks, conductor of the Marengo orchestra, was reported improving at Marengo hospital after a bus collision with two trucks. He suffered a fractured left arm and head injuries. Five others, including two orchestra members, were lightly hurt in the Saturday accident.

Des Moines, Feb 3. A plan to tax trailer families to fund Iowa public schools is under study as a result of a new shell loading plant in Des Moines county. State Senator Fred Cromwell and L. L. Woodruff, county superintendent, have explored options and reviewed California and Florida laws. Even if taxed, schools must accommodate up to 240 high school and 1,500 grade students near Middleton, Danville, Augusta, and Burlington as about 4,000 workers are needed for plant construction, including 2,000 locals and 2,000 new arrivals.

The New York Daily News cites unnamed friends claiming the Duchess of Windsor underwent a facelift between Christmas and New Year.
