Cap Rock’s takeover bid faces utility watchdog scrutiny
The Oklahoma Public Utility Commission blasted Cap Rock for a strategy that used the cooperative’s credit line to fund lucrative management bonuses and for acquiring other co-ops and unrelated businesses raising debt beyond 193 million by September 2001. Opponents questioned the 1998 proxy vote approving conversion to an investor owned utility while Cap Rock’s fate hinges on PUC limits and potential bankruptcy risk. Cap Rock officials argued the transfer would not affect customers and vowed to file objections, while critics warned bankruptcy could jeopardize service.
