Congress Haggles Over Spending Bills Ahead of Adjournment

As Congress has just 19 working days left before an Oct. 6 adjournment, lawmakers must complete 11 fiscal 2001 spending bills totaling about 300 billion after Clinton signed two defense measures. The clash over education, highway safety, foreign aid, and other programs pits Clinton against Republicans, with veto threats looming and White House objections to flexible funding for schools.

Survey finds one in five children 6 to 12 left unsupervised after school

A Urban Institute survey of over 44,000 households in 1997 shows 20 percent of children ages 6 to 12 regularly spend after school hours without an adult. Affluent nonminority workers also report self care, challenging beliefs that cost is the main barrier. Clinton supports $1 billion for after-school programs to aid over 2 million children.

White House flags GOP drug plan as short of goal

The White House deems the Senate Republican prescription drug proposal seriously short of the goal to aid low income seniors. The Roth plan would let up to 31 billion dollars support temporary drug aid under Medicare, with programs run by states and federal help for nonparticipating states. The administration warns it would exclude about 25 million beneficiaries and delay a federal option, urging a broader, federally run benefit.
