Location's everything for Indian operated casinos
The AP reports that the 1990s casino boom failed to lift most American Indian tribes out of poverty. The Hualapai in Grand Canyon West closed their casino after a year, leaving about $1 million in debt, with few tribes near major cities thriving. Unemployment and poverty persisted, while a minority with near metro areas saw gains.
