Advocates call for more funds for special education needs
A two year study shows federal education budget falls short of the money states require to educate disabled students. Two thirds of special education teachers spend a full day weekly on paperwork and about half spend less than two hours weekly in one on one instruction. The Council for Exceptional Children argues more funding and reform are needed to reduce paperwork and attract teachers, with lawmakers split between Republicans and the Clinton administration over a $6.3 billion federal figure.
