Regulators push tougher rules for rail mergers in new plan
Federal regulators on Tuesday proposed stricter merger requirements for railroads, expanding the 15 month moratorium and demanding clearer proof that a deal benefits competition and service. Mexico's Popocatepetl volcano shot a plume two miles high of ash and steam, likely scattering fine ash over parts of Mexico and Morelos. Officials said there is no risk to residents.
