Clinton pushes for school construction funding amid budget talks
President Clinton urged Republicans to set aside billions for school construction and education priorities, releasing a Department of Education study showing 60 percent of U.S. schools need repairs at an estimated cost of 127 billion dollars. He defended a plan to subsidize 24.8 billion in bonds with tax credits, plus 1.3 billion in grants and loans for 5 000 schools to repair roofs and systems, while denouncing GOP delays and arguing for federal investment versus local burden.
