Texas lawmakers deadlock as Perry delays school funding plan

Republican Governor Rick Perry suggested possible special sessions after Senate leaders said they could not pass an education funding bill before the current session ended. Lt. Gov. David Dewhurst and Craddick cited court actions and a pending lawsuit trial set for August 9 as factors. Two joint working groups were to be formed to bridge both chambers ahead of a potential session. Perry favored moving quickly despite broad opposition from lawmakers and educators relying on a court plan.
