Bright seeks outside counsel over hiring freeze dispute

Bright calls for an outside lawyer as a hiring freeze hinders prosecutors and staff. Caddel notes the first AG opinion referenced a Texas county where officials limited hires. Bright says she needs authority to hire a prosecutor and a secretary while awaiting guidance from Austin. The dispute inflames tensions with Commissioner Graff opposing rescission of the freeze for some hires. Bright says the office handles hundreds of cases biweekly across multiple courts and agencies. The issue could go to the Eighth Court of Appeals in El Paso for resolution.
