Texas House votes to limit lawsuits in Texas

The Texas House approved a tort reform bill aimed at capping non economic damages, restricting class action filings, and sending some cases to state agencies before trial. The measure, requiring a constitutional amendment, drew sharp partisan tactics as Democrats used procedural delays and Republicans pressed for a House vote.

4th Infantry deployment at Fort Hood slows amid supply strain

Families of 4th Infantry Division soldiers fear a prolonged war as Iraqi tactics and stretched supply lines disrupt plans. About 12,500 soldiers move toward Kuwait with 5,500 in reserve, joining over 250,000 US troops already in the region. The division, deemed highly modern and lethal, had been ordered to Turkey in February but re routed to Kuwait, while Fort Hood’s 1st Cavalry division also begins shipping out after March orders.

Rarely Used Law Nets Conviction On Smuggling Charges

In Houston, three Central American men were convicted under a seldom used federal statute that targets crimes uncovered outside the United States but intended to reach U.S. shores. Migrants mostly from El Salvador totaling 146 were found by Mexican authorities near Monterrey aboard a smuggling operation. Mexico alerted U S immigration officials, and the defendants were flown here for trial. The statute has existed since 1948 and was updated in 1963, and this week’s trial marks the first time a Texas jury has ruled under it. Several similar cases have ended in guilty pleas. Assistant U S Attorney Ed Gallagher led the prosecution. The trial started Monday.
