Montana coal tax sparks federal state clash over energy policy
Montana defends a 30 percent severance tax on coal arguing it funds schools roads and a future post coal era while critics warn the move could trigger a Balkanization of the economy and interstate tax chaos. The dispute echoes the 1973 oil embargo and tests interstate commerce limits and national energy goals with Congress considering a 12.5 percent coal tax cap.

Sea turtles begin comeback from brink of extinction
In late April about 1,500 Atlantic Ridley sea turtles will cross Padre Island beaches to enter the Gulf of Mexico, boosting the released yearlings under NOAA head start to above 3,000.
