Meese rules out CIA spying expansion amid reviews
President Reagan's aide Edwin Meese III stated the administration will not loosen domestic spying limits. A review of Executive Order 12036 is underway to clarify roles for CIA and FBI, with changes aimed at improving counterterrorism effort while keeping domestic surveillance restricted. Admiral Inman called the proposals a third-level staff paper, and no veto power by the attorney general would be removed.

NTSB urges better inspection of worn bus steering joints
The NTSB urged an improved inspection system to detect worn ball joints in steering mechanisms of large buses and trucks after a February 18 1981 commuter bus crash near Triangle Virginia that killed 11. Investigators found the ball joint worn enough to possibly cause steering linkage separation and noted the joint was a standard type used in many large vehicles. President Reagan invited the board to report on the findings.
