Odessa city officials warn of possible amendments to the 1982 83 budget after state figures show city sales tax receipts down about 37 percent from a year ago. Budget director Jack Edwards says actions hinge on month end results as retail tax revenues lag, though other income and lower costs offset the shortfall.
