Midland leaders held a Monday news conference at the Bush Convention Center to address unaccompanied minors detained in the county. New members of Odesa City Council will review a 95 million dollar major rehabilitation proposal for the existing water treatment plant during today's 3 p.m. work session viewable via the city Webex system. The plan covers upgrades to electrical and computer systems chemical feed and filter operations and storage. Public Works Director Tom Kerr notes antiquated infrastructure and cites a 2016 viability study that favored renovation over building a new plant. Bond funding is likely needed and council will discuss financing next.
