Odessa council funds city projects and approves code changes
The council approved a 2.6 million lowest bid with remaining costs from the capital improvement contingency fund. An amendment allows the city attorney and city manager to approve claims settlements up to 25 000 without council review. The body set tax abatement guidelines for the Enterprise Zone and approved a wrecker services contract. It also approved a 6000 contract with the Midland Odessa Transportation Organization for the Unified Planning Work Program, withdrew a bid for tree limb grinding, and made several board appointments including Hendrick to the Zoning Board. July was proclaimed Prevent Dont Provide to Minors Month and an award from Jim Parker Little League was received.

ECISD Eyes Tax Cap Change and Funding Hurdles
ECISD officials discuss trimming the property tax cap from 1.50 to 1.15 per 100 valuation while the Senate weighs 1.20. ECISD’s current rate sits at 1.45 with an effective rate around 1.34, risking a rollback if over 6 cents above. Board member Rutherford cites Homestead Exemption penalties on state funding and revenue. Revell notes exemptions as a rainy day fund but legislators may penalize districts not charging up to the cap. The district must adopt a budget by August with new expenditures and possible paraprofessional raises, while delaying 5–6 million in capital improvements to fund reserves for possible school funding delays.
