Odessa opponents cheered as the Odessa City Council halted annexation plans for 812 acres including Odessa Country Club and Ridgewood Subdivision. Major objections cited a 1 percent city sales tax and higher taxes and utility costs. Councilman Vern Foreman led the motion to stop proceedings with support from Perkins and Hirsch. Cox abstained.
