Senate OKs four billion appropriation amid filibuster drama
Texas senators passed a no new taxes four billion general appropriations bill after a record filibuster by Dallas Senator McKool lasting over 42 hours. The House quickly received the bill and prepared its own version with more funds for higher education and mental health programs. A new 72 hour rule for studying appropriations prompted debate on timing for further action, with a Saturday debate planned.
Test Driver Killed In Area Crash
Fort Stockton A 54-year-old Fort Stockton driver for the Firestone Test Center was killed instantly Tuesday along U S 290 when a highway directional sign struck his car and smashed through the windshield. James C. Fortenberry was declared dead at the scene by Justice of the Peace L M Fielding. He was said to be conducting a routine tire test. The vehicle veered off the road into diverted traffic, struck a two by four foot metal sign with an arrow, and the sign remained in the front seat after the impact. The car then skidded 1600 feet, stopping in the eastbound lane under construction. An autopsy was ordered.

McKool Wins No Budget Impact From Extended Filibuster
In Austin Texas Senator Mike McKool of Dallas set a world filibuster record by extending to 42 hours 33 minutes surpassing Ralph Gasque’s 1968 mark. His long stand failed to secure extra funds for mentally handicapped residents as the Senate rejected his amendment by voice vote and sent the $4.1 billion budget bill to the House. McKool argued for added mental health funding though the chamber did not adopt his plan, and the drama drew attention to delays in Texas health appropriations while he remained seated through much of the session.

Despite the lull, violence persists with two bombs causing damage and a Protestant youth dying from earlier wounds. A Catholic man is killed at an IRA barricade, lifting Ulster casualties to 380 since three years of fighting, with 183 killed this year.
