Lt. Gov. Dewhurst said an August start for a school funding package is more realistic than July as lawmakers struggle with tax cuts and equating money to schools. Gov. Perry called a special session in April, with November on the line for constitutional changes and tax caps. The working group reports progress but questions remain over Speaker Craddick’s exact goals.
