Carter broadens Afghanistan transition plan at Belgrade banquet
In Belgrade Carter proposed a phased shift replacing Soviet forces with neutral troops to secure a peaceful transfer in Afghanistan. He urged a non aligned, independent Afghan government, while Pravda dismissed the move as an attempt to downplay the withdrawal. Brzezinski said the idea remains open and worthy of serious consideration if Moscow recognizes the damage of its invasion. White House aides noted Yugoslavia’s non aligned status and Tito’s mediation role.
