Odessa firm seeks permit for Class I waste storage site
An Odessa company, Sandhills Industries Inc., has applied to the Texas Department of Water Resources for a license to store solid wastes from petroleum and petrochemical industries. The five acre site, four miles southeast of the I 20 and US 385 intersection, would feature a 4000 gallon truck bay and an 8250 gallon drum storage area. The facility would serve as central collection and temporary storage but not accept polychlorinated biphenyls, radioactive or explosive wastes. PCBs from West Texas must be moved to the Gulf Coast or Louisiana for storage. Dick Kirkham, Sandhills president, was not reachable for comment.

Investigators say Lucas sketched a victim’s face and is charged with eight killings including Kate Rich, 80, and Freita Loraine Powell, a 15 year old. He led authorities to two North Texas gravesites on June 16 after a June arrest for an illegal pistol. He is also tied to a 1980 hitchhiker murder in Georgetown and claims of other killings across many states. A gag order and concerns about an impartial Montague County jury followed bond setting.
