Rebels from 1A Bulevar del Hipodromo closed Thursday in mourning with doors topped by black ribbons. The Clara Elizabeth Ramirez Metropolitan Front, a small urban guerrilla group, claimed responsibility for most leftist killings in San Salvador this year, including the March assassination of Lt. Col. Ricardo Cienfuegos. Civilian deaths have declined since President Jose Napoleon Duarte took office in June 1984 as government forces emphasize small units, patrols, and more air power to deter rebel massing.
