West Texas fertilizer plant blast spurs modest safety law
The West explosion in 2013 exposed lax rules and spurred a modest new law. Gov. Abbott signed HB 942 giving the state fire marshal authority for inspections and requiring chemical stockpile reports to be shared with the Texas Commission on Environmental Quality and local fire departments. The bill also sets ammonium nitrate away from combustibles by 30 feet, but critics say stronger reform and earlier action could have saved lives and property. Governor's action drew praise for safety while industry feared higher costs.
