Odessa City Manager Leads Nonprofit Building Act Passage
Governor Perry signed House Bill 122, proposed by Odessa City Manager Jerry McGuire, into law to take effect Sept. 1. The act allows small Texas cities to transfer ownership of city leased buildings to nonprofit groups, reducing city liability and potentially cutting maintenance costs. The measure, pushed by State Rep. Buddy West, aims to empower civic and nonprofit organizations while preserving city protections. Currently 15 city buildings serve 17 nonprofits under city ownership and insurance.

Marjorie Morris, who built the Globe of the Great Southwest Theatre and the Anne Hathaway Cottage on Odessa College campus, died at 93. Services set for 2 p.m. at First Baptist Church with Rev.
