Second PCB spill found behind Odessa homes
Four hazardous materials specialists clean up a second PCB contaminated site behind Bill Rutherford’s home at 1504 N Washington Ave Odessa Texas. About 12 cubic yards of soil were removed from Rutherford’s yard and adjoining alley contaminated by PCB leaking from a transformer on May 26. Cleanup continues on East Everglade Avenue where a capacitor spill on June 4 released 3.2 gallons of PCB oil. Texas Electric Service Company ordered to follow state toxic waste guidelines and hired Western Emergency Service to finish cleanup begun by TESCO. Soil tests show varying PCB concentrations with EPA limits higher than Texas standards.
