Suit May Hold Up Building Of Diablo Dam

Rio Grande City Texas June 16 local observers fear a district court suit filed Tuesday by Starr County riparian water users and others could delay Diablo dam construction and stall creation of a border river water regulation agency. A July 2 hearing is set to consider adjudicating water rights along the Rio Grande from the Gulf to El Paso and halt interference with riparian use pending rulings. The suit asks relief from Hidalgo Willacy and Cameron counties districts the Falcon Water Compact and the State Board of Water Engineers and seeks to preserve normal Rio Grande flow for Starr County residents. City officials had requested cutoffs of US water releases from Falcon Reservoir with small municipal releases resuming June 11. The association has sought lawyers and may file to restrain pumping of Rio Grande water for nonmunicipal uses.
