Two women cleared of charges saying they are glad the case is over yet bitter they never faced trial. Frances Rios and Audelia Sturgeon faced felony theft counts from 1982 incidents in Ector County. Prosecutors dropped charges after key witnesses could not be located.
An official says a cardboard box with money orders and checks, some aged enough to require reissue, was found in a justice of the peace storeroom in 1984 after a secretary quit. He calls the incident routine amid accounting problems in the office.
